Les tensions entre différents acteurs – États, entreprises, groupes sociaux – pour la maîtrise et l’usage des processus d’extraction, de transformation et de consommation des ressources ont constitué des enjeux majeurs au XX e siècle.
Les chercheurs en sciences humaines et sociales se sont saisis de cette thématique et l’ont interrogée à travers de nombreux prismes. S’est ainsi constitué un corpus théorique allant de la notion de pic de production des matières premières (King Hubbert, 1956) à celle de rareté des ressources environnementales (Homer-Dixon, 1999), en passant par des questionnements sur la régulation sociale des ressources (Bridge, 2000). Aujourd’hui, à l’heure de la transition énergétique et de l’importance croissante des préoccupations environnementales, au niveau local comme à l’échelle globale, il apparaît important de poursuivre les réflexions sur la notion de ressource et les processus de gouvernance associés (Collier et Venables, 2010).
Dans le secteur de l’énergie, la découverte et l’exploitation de ressources fossiles non conventionnelles (comme le gaz de schiste) ont permis d’augmenter les réserves connues. Toutefois, ces nouvelles formes d’exploitation sont contestées par un certain nombre d’acteurs en raison de leurs impacts environnementaux (Soeder & Kent, 2018). De même, la production des terres rares qui sont nécessaires aux outils de la transition énergétique n’a pas été pensée de manière durable et a causé le rejet de nombreux éléments toxiques dans les sols (Golev et al. , 2014). La compétition pour les surfaces arables (Wood et al. , 2000) et la multiplication des épisodes de stress hydriques (Postel, 1992) induisent un constat similaire : les activités humaines transforment l’environnement. Ainsi, l’entrée dans l’Anthropocène (Bonneuil et Fressoz, 2016) demande de repenser l’usage des ressources et la multiplicité des relations des sociétés aux matières présentes dans leur environnement.

L’échec à mettre en œuvre les accords de Paris montre la difficile adéquation entre l’impératif environnemental et celui de la croissance économique (Clémençon, 2016 ; Poupeau, 2013 ; Vermander, 2007). L’appropriation des concepts de développement durable, de transition énergétique, d’économie circulaire par les acteurs politiques et économiques amène cependant à s’interroger sur leur signification concrète et leur mise en œuvre. Le déploiement d’énergies bas carbones, impliquant une importante consommation en minerais et en énergie pour extraire ces mêmes minerais (ANCRE, 2015) ne menace-t-il pas l’objectif de limitation à deux degrés préconisé par le rapport du Groupe d’Experts Intergouvernemental sur l’Evolution du Climat (IPCC, 2018) ?
Il est nécessaire que les chercheurs en sciences humaines et sociales continuent à se saisir de tels questionnements, qui interrogent les relations des sociétés à leur environnement, mais aussi le sens même de la notion de ressource. En effet, en tant que construction sociale (Raffestin, 1980 ; Magrin et al. , 2015), les ressources font appel à des représentations, des usages et des espaces variés. Dans ce cadre, cette journée d’étude appelle à une réflexion transdisciplinaire et à mettre en lumière une diversité d’approches méthodologiques sur la question.

CFP: STS Underground panels at the 2019 4S Conference, Sept 4-7 in New Orleans.

Panel description:
The panel aims to bring together international scholars whose work addresses technologies, practices, and forms of knowledge related to the mining of minerals, groundwater and fossil fuels. Recent technological developments such as high-volume hydraulic fracturing to extract oil and gas from shale, solar technologies that require rare earth metals, and even the pursuit of minerals found in asteroids have all been of interest to STS scholars, but have not typically been treated as an identifiable domain of research. This panel will seek to highlight the theoretical and topical commonalities as well as disagreements and debates that make the study of the underground a vibrant, emerging subfield of STS. Researchers are encouraged to submit abstracts on a wide range of topics, including: research and development on extractive technologies, environmental health and grassroots activism, extraction and indigenous communities, climate change and the Anthropocene, historical perspectives on extractive industries, labor and workers’ rights, and mining and extraction infrastructures. Given the conference location in New Orleans, we also welcome papers that consider the underground through engagement with the petrochemical industry.

We anticipate having multiple panels, as in years past, and will group papers by theme. We have already been in touch with scholars who would like a specific panel on rare earths, for example.

Paper abstracts of up to 250 words should be submitted to the 4S conference platform, which also includes additional logistical information. « Dans un monde aux contraintes croissantes, comment bien vivre, et comment assurer les besoins fondamentaux, individuels et collectifs ? Quel rôle et quels services pour EDF ? »

Le contexte de la demande

La R&D d’EDF a pour missions principales de répondre aux enjeux du groupe EDF et de préparer l’avenir, dans les domaines de la production d’électricité, des énergies renouvelables, du management de l’énergie, des réseaux de transport et de distribution, de la commercialisation et des technologies de l’information.

En son sein, Innovation Hub explore de nouvelles thématiques (liées aux tendances et à la prospective, aux écosystèmes économiques émergents, comme les start-ups) et de nouvelles méthodes (design, méthodes agiles), pour appuyer le Groupe EDF dans ses innovations et sa transformation.
A ce titre, Innovation Hub a réalisé deux exercices de « design fiction » afin de produire des scénarii illustrant des futurs pouvant susciter le débat. Ces exercices ont chacun produit un scénario imaginant un monde en crises, dont les causes ou conséquences étaient liées au climat, à la violence, aux instabilités des systèmes techniques voire des régimes politiques. Ces scenarii font écho aux analyses de certains observateurs dont la théorie du donut, de Kate Raworth, est un exemple. Elle vise à penser un développement économique durable entre un « plancher social » (le minimum de bien-être à assurer pour tous) et un plafond environnemental (les limites de ce que la planète peut supporter).

Les défis et les questions posées

Comment transformer ces contraintes de situation de crise en opportunité d’identifier et développer des solutions nouvelles ? Comment bien vivre et assurer les besoins fondamentaux, individuels et collectifs dans un monde où les contraintes pourraient augmenter ?
Quels services développer pour répondre à ces situations ?
Quelle pourrait être la place et le rôle d’EDF dans ces services ?

Tels sont les enjeux que le projet abordera. Les organisations humaines (entreprises, ménages, communautés), sont aujourd’hui très dépendantes des réseaux (énergétiques, hydriques, alimentaires, communication et internet…) et ces dépendances induisent des tensions croissantes.

Comment atténuer ces possibles secousses ? Comment permettre plus de résilience ? Au delà des besoins fondamentaux, bien vivre oblige-t-il à réaffirmer des hiérarchies de priorités, à repenser des formes de coopération et de mutualisation ? Ces thématiques imposent de réfléchir à différentes échelles temporelles et spatiales, afin d’intégrer des contraintes complexes : quelles sont les justes échelles en fonction des services proposés ?

Déroulement du projet

Les étapes envisagées pour ce projet, qui constituent un premier cadrage, sont les suivantes :

1. Appropriation et analyse du sujet

  • État de l’art, analyse et compréhension des enjeux  ;
  • Benchmarking : recensement de situations et de solutions apportées en France et à l’international ;
  • Diagnostic sensible.

2. Conceptualisation 

  • Définition de concepts de services et/ou d’organisations ;
  • Définition des acteurs et jeux d’acteurs associés.

3. Développement du projet 

  • Développement de scenarii possibles  ;
  • Définition du positionnement d’EDF dans le cadre de ces scenarii.

4. Recommandations et propositions

Les résultats attendus 

Outre les éléments formalisés lors de l’étude comme le benchmarking, les résultats attendus sont : des Scenarii d’usage associés à la proposition de nouveaux services dans un format permettant d’interpeller les acteurs internes d’EDF sur la problématique de l’innovation en situation de contraintes. 

De février à juillet 2019

Pour explorer ces domaines et apporter une réponse aux questions d’EDF, le Centre Michel Serres recrute entre 8 et 10 étudiants pour un semestre Michel Serres qui se tiendra de février à juillet 2019.

Les disciplines retenues pour ce projet

Du fait de la diversité des sujets abordés lors du projet, un grand nombre de disciplines pourra être mobilisé sur le projet : architecture, urbanisme, aménagement du territoire, philosophie, sociologie, design, ingénierie, management, information et communication….

Dans le cadre d’un semestre Michel Serres

Le projet d’innovation “Dans un monde aux contraintes croissantes, comment bien vivre, et comment assurer les besoins fondamentaux, individuels et collectifs ? Quel rôle et quels services pour EDF ” se déroule dans le cadre d’un semestre Michel Serres. Ce dernier comprend deux éléments pédagogiques principaux que sont le projet d’innovation et le projet de connaissances. Ainsi les étudiants retenus sur le projet constitueront une équipe pluridisciplinaire, encadrée par un chef de projet entouré d’une équipe associée d’enseignants-chercheurs multidisciplinaire. Ils travaillent en liens étroits avec le commanditaire du projet d’innovation.

  • Ils consacreront une partie (3 jours par semaine) de leur semestre à l’étude de la demande d’EDF,
  • En parallèle (2 jours par semaine), chaque étudiant déploiera un « projet de connaissances » constitué d’un mini-projet au sein d’un groupe de 2 à 4 étudiants.

L’ensemble du semestre est validé par la remise d’un certificat du Centre Michel Serres représentant une valeur de 30 crédits ECTS.

CFP: Power, Drivers, and Narratives in Sustainable Energy Transitions – 4S 2019 New Orleans (September 4-7, 2019)

To those interested in STS perspectives on energy transitions, please consider submitting your abstract to the Open Panel 106:

As energy transitions are happening everywhere, two dominant and competing narratives are shaping policies, markets, and public imaginations. On the one hand, post-Paris climate action appears to be the driving force behind energy-related efforts in the global North; while rapid access to modern energy services dominates the landscape of actions in the global South.  These visions of sociotechnical futures are significantly different from the energy systems of today, as current practices are still being shaped by principles rooted in the 20th-century idea of the electric grid. This mismatch between practices and ambitions are giving rise to unresolved tensions between policy framings and energy action.

Furthermore, these overpowering global narratives are masking sociotechnical realities of exclusion and disenfranchisement of historically marginalized actors (indigenous and rural populations, the urban poor), that undermine principles of social and environmental justice. Consequently, alternative visions of inclusive energy futures cannot find a place within the dominant narratives of sustainable energy transitions.

We seek contribution that utilizes an STS approach to study the conflicting nature of clean energy transition narratives, uneven power dynamics, and trade-offs that undermine human and environmental rights. We encourage perspectives from the Global South and post-colonial STS frameworks and methodologies that demonstrate the inherent contradiction of the political economy of the global energy systems. We also welcome critical perspectives and case studies on place-based knowledge and innovation systems that demonstrate such conflicts and provide alternative pathways and imaginations.

Why a book on Latin American energy transitions?

Energy power systems are facing a historical paradigm shift regarding how electricity is generated, transmitted and supplied to consumers. Power systems were designed to transmit electricity uni-directionally in high voltage from big power plants to consumers. In such a configuration, (few) large power plants were located far away from the load center, requiring high-voltage transmission lines to take energy to distribution networks, which delivered it in lower voltage to consumers. Within this scenario, consumers were passive, distribution utilities were only responsible to forecast load and make investments according to demand expansion.

This is rapidly changing, especially due to environmental pressures and the expansion of renewable energy sources, followed by the introduction of disruptive technologies, the change of roles of the constituted energy actors and the emergence of new ones.

Energy transitions is becoming an important interdisciplinary field of study, responsible to address the many ways under which the energetic status quo of a given country and/or energy system is altered, as well as to assess the social, economic and environmental changes that such transition encompasses.

Despite the attention that this topic is receiving worldwide, especially in Europe, Latin American governments and society still lack the sense of urgency promoted by environmental pressures and the dependence of finite oil. The abundance of renewable energies in Latin America should be a driver for energy transitions and not a reason to justify its postponement.

What this book intends to achieve?

The regulation and policy of Latin American energy transitions examines the energy revolution through which the Latin American energy landscape is/should be going through. It aims to contribute in making energy transition a scholarly field, but also fosters a research and policy agenda that can guide the way towards the implementation of an environmental-friendly, cost-effective and socially acceptable Latin American energy transition.

This book intends to fill an important gap in energy transition literature, since the unique renewable-rich Latin America makes it an interesting case on how – or if – energy transitions can scale up to another level. Moreover, a late Latin American energy transition has a smaller learning curve, in comparison to vanguard countries, benefiting from the trial-and-error experience from predecessor countries, bringing new regulatory possibilities worth analyzing.

Which research areas does the book cover?

Chapters designed to explore which regulatory, legal and policy frameworks are making room for the energy transitions in Latin American countries, what is still hampering progress in this direction and how future policies may drive a complete transition in a renewable-rich Latin America are welcome.

Chapters dealing with the social, economic and environmental aspects of energy transitions are especially welcome, to verify if and how inequalities are being affected by energy transitions.

Case studies and business models are also addressed in the book.

Mostly welcome are contributions in the following research areas: distributed generation and prosumption; demand response management; insertion of batteries into the grid; electric vehicles and Vehicle-to-Grid solutions; energy efficiency measures and the nonsumers; smart metering and the protection of consumer’s personal data; Internet of Things and its appliance in energy services; blockchain in energy trade and transactions; smart grid solutions against energy theft and other electrical losses; cyberattacks, terrorism and the future of technology security in the power sector; new energy actors; how to charge for energy services; community energy: cooperatives and other case studies; regulation of microgrids and their interaction with the network; smart cities and urban environments; social movements towards an environmental-friendly energy transition; what’s left for big utilities business model?; is natural gas (or biogas) part of the transition?

Chapter instructions

Contributions are expected to be originalunpublished and bring provoking ideas and insights, addressing critical aspects of the subject matter.

Please consider that the book has a limited number of chapters/pages and proposals/abstracts will only be welcome until this limit is reached.

When sending your chapter proposal/abstract, please include: your name (indicate co-authors), email and website address and affiliation.

Each chapter will be about 6,000 to 8.000 words in length (including references), written in English.

First drafts of completed chapters are expected by April 1st, 2019, to the editor for review.

Second drafts are expected by June 1st, 2019 and a final draft is due to the editor by July 1st, 2019.

Failure to deliver on schedule may result in chapter not being included in the book.

Detailed instructions and guidelines on preparing the chapter are given individually to contributors, as the proposals/abstracts are submitted.

CFP International Conference on Energy Research and Social Science 2019

Arizona State University is hosting the 2nd International Conference on Energy Research and Social Science in May 2019, with the theme Energy. and Society in Transition

The 2019 conference will highlight the intersection of on-going and future changes in the energy sector and global society. Because energy is intimately woven into every society, alterations in energy systems reverberate throughout economies, cultures, landscapes, and politics. These changes transform human futures, even as social, policy, and market innovation create new pathways for energy technologies and industries. The opportunity to remake energy systems into more environmentally sustainable forms is thus also an opportunity to improve societal wellbeing and justice.

We invite abstracts that explore the intersection of energy and social change. Illustrative examples of appropriate topics include, but are not limited to:

  • Societal drivers, dynamics, and outcomes of energy systems change (including social, economic, cultural, or political aspects)
  • Public perspectives on and responses to new energy technologies
  • Innovations in energy and electricity markets and policy
  • Changing landscapes and geographies of energy production, transport, and consumption

The International Summer School of Political Ecology is a response to a recognized lack of holistic and in-depth understanding of environmental problematiques in the slovenian intellectual space. This applies particularly to the social science and humanities fields, which currently offer a limited range of elective courses at both undergraduate and graduate levels. The current divide between the environmental questions we pose and the need to both rethink and find answers to them is evident, while solutions presenting themselves today are in need of thorough reflection.

This summer school will offer a chance to gain new knowledge in the field of political ecology, enable greater access to the state-of-the-art in global and domestic scientific production and foster new connections among those active in the field. The overarching aim of the school is to establish a common understanding of different perspectives concerning environmental and ecological issues  (i.e., environmental discourses) and thus allow for a more comprehensive and nuanced mental framework to emerge. Environmental discourses, due to their differing notions of and assumptions about technology, economy, democracy, nature, environment, etc., are a source of many (mis)understandings among societal actors. This often leads to mutually conflicting proposals for solutions and consequently political struggle over and among them.

Political ecology distinguishes itself from a-political environmental sciences in that it does not position “the environment” as the subject of its investigation, but rather places and contextualizes environmental questions in asymmetrical relations of social and political power.

With the support of our distinguished guests, summer school participants will be challenged to pursue a range of questions relating to the field of political ecology in an attempt to build a more critical and relational understanding of proposed solutions for tackling environmental challenges, and in the process construct a mental framework for a deeper understanding of the multilayered nature of glocal environmental and ecological issues.

The 2018 International Summer School of Political Ecology invites theoreticians, practitioners, activists and all those with interest in contemporary environmental and ecological concerns.

Lectures anthropologiques est une revue francophone, en ligne, entièrement dévolue aux comptes rendus critiques. Le présent appel à comptes rendus critiques porte sur les travaux récents ayant pour thème l’énergie.

Après avoir été longtemps absente des préoccupations de l’anthropologie mainstream, l’énergie semble progressivement s’imposer comme un objet légitime de l’anthropologie contemporaine. Cette dynamique s’est développée à la faveur d’un « tournant post-humaniste » des sciences sociales, soit un courant de pensée né à la fin du XXe siècle, qui traite du rapport de l’humain aux technologies et du changement radical et inéluctable que cette relation a provoqué ou risque de provoquer dans l’avenir (théorie de l’acteur-réseau, réflexion sur l’anthropocène, les Science and Technology Studies, etc.), du sentiment d’urgence induit par le réchauffement climatique et des nouvelles tensions et incertitudes induites par la « transition énergétique » (passage des énergies fossiles aux renouvelables, réduction de la consommation, sortie du nucléaire, etc.). Ces changements infrastructurels interrogent l’anthropologie sociale dès lors qu’ils affectent non seulement nos rapports symboliques et matériels à l’énergie, mais aussi nos rapports sociaux et politiques en général.

Les usages de l’énergie – à commencer par la maîtrise du feu – devraient pourtant figurer parmi les objets classiques de l’anthropologie tant ils interrogent notre rapport au monde et notre capacité à satisfaire certains besoins élémentaires, comme se nourrir ou se chauffer. Thématique centrale pour des anthropologues comme Leslie White (1943)[1], l’énergie s’est peu à peu effacée des discussions anthropologiques dans les années 1970, en même temps que les théories évolutionnistes, pour se diluer dans d’autres objets de recherche (communautés, ressources, environnement, développement, etc.) ou dans la recherche « appliquée » (Boyer 2014 :313-314 ; Clarke 2015 : 203-204). Hormis les travaux de Laura Nader (1981) critiquant l’influence de la « culture des experts de l’énergie » sur les politiques publiques américaines, force est de constater que l’anthropologie sociale s’est peu saisie de ces thématiques jusque dans les années 2000 (Strauss et Orlove 2003 ; Wilhite 2005 ; Henning 2005 ; Love 2008). La multiplication ces dernières années d’ouvrages, numéros spéciaux et conférences abordant l’énergie sous l’angle des sciences sociales atteste d’un nouvel engouement pour le sujet.

Plusieurs facteurs peuvent expliquer cette résurgence de l’objet « énergie ». Premièrement, les inquiétudes et remises en question suscitées par les crises environnementales et climatiques nous poussent à reconsidérer nos modes de vie, nos environnements techniques et les systèmes de savoirs qui les soutiennent. Il n’est dès lors pas surprenant que les anthropologues soient de plus en plus enclins à se saisir de ces enjeux qui remettent en cause le fondement des sociétés contemporaines au Nord comme au Sud. À cette curiosité intrinsèque de scientifiques confrontés à l’actualité de la transition énergétique (efficacité énergétique, durabilité, libéralisation des marchés de l’électricité, etc.) dont les conséquences sont autant sociales, économiques (Melosi 2010) que culturelles (Nader, 2010), se combine une demande de plus en plus pressante à l’endroit des sciences sociales, adressée par les politiques et les industriels pour comprendre les problèmes associés aux nouveaux défis technologiques, économiques et comportementaux qu’impliquent cette transition énergétique, et le cas échéant, pour les résoudre. Ce regain d’intérêt pour l’énergie s’inscrit à son tour dans un mouvement épistémologique plus global des sciences sociales tendant vers une plus grande inclusion des « non-humains » (nature, animaux, techniques, infrastructures, objets, etc.) dans l’analyse des faits sociaux. Cela se traduit à la fois par un renouvellement théorique (tournant ontologique, post-humanisme, anthropocène, acteur-réseau, etc.) et une reconfiguration institutionnelle des savoirs, avec la montée en puissance de « studies » (Science and Technology Studies, Infrastructure Studies, Energy Studies) et autres « humanités » à thème (Environmental Humanities, Energy Humanities) situées au carrefour de plusieurs disciplines.

L’objectif de ce numéro spécial est donc double. Dans un premier temps, il vise à s’emparer de contributions anthropologiques récentes portant sur les enjeux sociaux, culturels et politiques de l’énergie, pour montrer la pluralité des approches retenues: tant dans les objets investis, les échelles retenues (du foyer au réseau, en passant par l’immeuble, la collectivité et la gouvernance) que les choix théoriques (économie politique, Actor Network Theory, théorie de la pratique, etc.) et méthodologiques (observation participante, biographies, anthropologie visuelle, sensorielle, anthropologie appliquée, etc.) adoptés. Cette partie interroge également la « demande sociale » émanant des entreprises productrices d’énergie et des collectivités territoriales faisant appel à des anthropologues pour mieux comprendre les « usagers ». Une sous-partie questionne les conditions du « marché scientifique » poussant des étudiants et des chercheurs vers des thématiques potentiellement porteuses en termes de débouchés et de financements. Dans un second temps, il cherche à mieux comprendre la nature des enjeux sociaux entourant les systèmes énergétiques – entendus comme toute installation ou ensemble d’installations intervenant dans la chaine de transformation-distribution-utilisation de l’énergie dans un contexte donné (pays, agglomération, usine, etc.). On cherchera également à comprendre les effets des transferts et transformations des matériaux énergétiques sur l’ensemble des phénomènes sociopolitiques. Il s’agira ainsi d’interroger en quoi l’anthropologie et l’ethnographie peuvent apporter des éclairages nouveaux sur la nature politique de l’énergie (Boyer 2014 : 325-326).

We are living in an era of rapid change in relation to energy generation, distribution and finance, yet we are also living with enduring effects of past energy activities. The earth is reeling from the effects of GHG associated with industrial energy-conversions, while the scope of energy-related infrastructure continues to grow. How can humans and non-humans live with the legacy of energy-actions? What kind of energy futures are becoming possible? Which energy-practices are settled, and which are here to stay? This first EASA panel of the Energy Anthropology Network invites contributors to address the ‘staying, moving, settling’ found in energy anthropologies, addressing legacies and futures of energy-related practices, beliefs, theories and governance.

New Challenges of Sustainable Energy Transformations? Ambiguity, Contingency, and Politics

Abstract
Recently, social science literature is particularly concerned with implementation processes of sustainable energy transformations. The crucial question is how to analyze these complex processes adequately in order to provide answers on urgent questions like successful governance of energy transformation processes [1–4], appropriate policies and political conditions [5,6], or how long the transformation process will take [7], or how much it will cost [8]. These scientific disputes reveal the need to consider carefully socio-institutional processes in which sustainable energy transformations are embedded. In an age of populism, post-truth politics, and contestation the social-institutional environment is in turbulence. At the same time, countries all over the world but especially those from the Global South are facing climate change deteriorating living and production conditions and bringing about economic damage. We call for Panels and Papers analyzing challenges of sustainable energy transformations as well as the impact of these challenges on sustainable energy transformation processes. The overarching aim of the Section is for all Panels to draw together conceptual expertise and rigorous empirical analysis in order to explore if and how changes of the socio-institutional environment affect sustainable energy transformation processes or if and why these processes are resilient.

The following colleagues have expressed their interest in organizing a Panel within this Section:

“Climate and energy policy revisions in Europe”
(Chairs: Merethe Dotterud Leiren, CICERO Center for International Climate Research, Oslo, Norway/ Elin Lerum Boasson, University of Oslo, Norway)
Extensive revisions of EU climate and energy policy is going on. To what extent has the Paris agreement influenced such EU revisions? What are the effects on the development of national renewable energy policies embedded in a European order? How does policy development at the global and European level affect national policies in different or similar ways?

“Energy transition(s) in the countries of central and eastern Europe”
(Chair: Filip Černoch, Masaryk University, Brno, Czech Republic)
The environmental goals of the European Union reflect the growing consensus on the necessity to limit the energy usage of coal, oil, and natural gas in order to reduce emissions of greenhouse gases significantly. In this Panel the case studies of energy sector transformation processes from the CEE region are provided, shedding some light on how the low-carbon technologies breaks through to the conventional energy systems, changing the way the energy is handled in this area.

“Sustaining and entrenching energy transitions. The challenge of sector coupling and sector integration”
(Chair: Jörg Kemmerzell, Technische Universität Darmstadt, Germany)
Sector coupling (i.e. interconnection of electricity, heat, and transport & mobility) represents a specifically intricate challenge for the prospective governance of energy transitions. Sector coupling causes specific problems of sectoral integration, since it requires the conjunction of different policy arenas constituted by different actors, institutions and logics. The Panel invites empirical case studies and comparative analyses that describe the various ways of dealing with the challenge and provide an insight into both country-specific and general perspectives on the issue.

“Political and social divisions over the energy issue”
(Chairs: Lorenz Kammermann, Eawag, Switzerland/Clau Dermont, University of Bern, Switzerland)
Political parties, interest groups as well as ordinary citizens play a central role in regulating and implementing more sustainable energy production and consumption. We are interested in factors that drive these actors’ attitudes towards the transformation of the energy system. We welcome contributions that illustrate (e.g.) the effects of beliefs and values, party heuristics, regional and social affiliations on policy-making and implementation and/or how they vary among actors.

“The social acceptance of energy and climate policy: cultural and economic explanations”
(Chair: Tomas Maltby, King’s College London, United Kingdom)
The objective of this Panel is to bring together research that explains the role that social acceptance (and the lack of) plays in facilitating/undermining energy transitions, including work conceptualising the link between populism and climate scepticism and exploring the role that scientific experts have on public opinion towards climate and energy policy.

“Energy transition and the social question: Conflicts, participation and populist forces. Does the idea of sustainability threaten to be lost in the whirlpool of events?“
(Chairs: Jörg Radtke, University of Siegen, Germany/ Stefan Wurster, Technical University Munich, Germany)
While the solution of the climate change problem is urgently required, the energy transition in some welfare nations is being put under increasing pressure by social, political and economic counter-movements. The planned Panel will examine the following questions in more detail: At local level, which examples of concrete conflict situations based on social inequality can be found? At national level, where can we prove that contrary situations lead to standstill and paralysis? At international/regional level, where can we point out that international and supranational efforts are failing?

Breaking the Rules! Energy Transitions as Social Innovations

The Leibniz Research Alliance is hosting an international conference entitled “Breaking the Rules! Energy Transitions as Social Innovations” that will take place on June 14th – 15th, 2018, at WZB Berlin Social Science Center.

The transformation of energy systems has profound implications for the ways in which our societies are organized, and must therefore be understood as process of social change and social innovation. In many ways, energy systems structure our economies and mirror our attitudes and values regarding the definition of public goods, of justice, and of equity. The transition from one system to another calls these habits, values, practices, and norms into question, and replaces them with others, in a process that is necessarily conflictive and that may surpass our traditional (educationally formed) knowledge and understanding of energy. Among others, energy transitions challenge our basic understanding of what energy means for our everyday lives, where and by whom it should be produced, and how it should be distributed and traded. The range of possible transition pathways is spurring the imagination and the creativity of individual entrepreneurs, large companies, collectives, utilities, and many more. At the same time, these highly innovative dynamics are being resisted by incumbents and increasingly also by local protest groups.

The conference invites international scholars to discuss social innovations in the context of energy transitions, and to spark a debate about their meaning for theories of social innovation, for questions of energy governance, for the evolution of social energy innovations and how they challenge existing power structures in the energy sector. The conference is guided by four overarching themes, each of which will be explored in at least two conference sessions.

Fourth Energy and Society Conference: Energy transitions in a divided world

Midterm conference of the European Sociological Association Research Network 12 – Environment and Society

3 – 5 September 2018, University of Exeter, UK

The Energy & Society Conferences have been aiming at inspiring and providing networking opportunities for researchers interested in energy and society issues. Following the success of the three previous conferences, we will now be hosting the fourth conference in Exeter. We hope this can be a great occasion for developing the sense of community that has been emerging from these meetings, as well as from the conferences of the European Sociological Association. In order to provide a lively forum for insightful debates, the conference will include other formats besides keynote presentations and sessions for oral presentations. Participants will also be able to present and discuss their research in roundtables and in poster sessions. The conference will also offer workshops proposed and organized by participants. Moreover, participants are invited to propose informal meetings, which will be announced during the conference. We hope that the social events will also contribute to make this a pleasant and friendly conference.

Socio-technical Transitions and Practices: Insights into Environmental Sustainability

The multi-level analytical framework of socio-technical transitions promoted since the beginning of the 2000s (Grin, Rotmans and Schot 2011; Smith, Voß and Grin 2010; Geels 2002; 2011) has been recently brought into question by taking into consideration materiality, the dispersed and uneven distribution of agency and power, and the importance of (historical, spatial and political) context (Avelino et al. 2016). As pointed out by various criticisms, the multi-level perspective on socio-technical transitions often assumes a vertical trajectory, is too focused on institutions, and – methodologically – is based on secondary analyses of official data. By linking these criticisms with sustainability issues, moreover, inconsistencies and ambivalences emerge, as several contributions have shown especially in the renewable energy sector (e.g. Schreuer 2016; Scotti and Minervini 2016). This reminds us of the ambiguous meaning of the notion of ‘sustainability’ (Redclift 2005; Moneva, Archel and Correa 2006; Hornborg 2015; Rice 2007; Gottschlich and Bellina 2016). Furthermore, from a Science and Technology Studies (STS) perspective, Shove and Walker (2007; 2010) have suggested the need to reconsider the multi-level approach to socio-technical transitions by taking into account the practice level. This means to analyse, on the one hand, the mutual relationship between technologies and innovation paths; on the other, how these relate with practitioners.

In recent years, transition studies have actually turned to the practice theory approach, especially drawing on STS theoretical perspectives (Chilvers and Longhurst 2016), as well as on a renewed interest for the material components of innovation processes (Hoffman and Loeber 2015). In this framework, socio-technical transitions are regarded as the outcome of co-production processes simultaneously involving human and non-human actors.

Intensifying contaminations between the field of socio-technical transitions and the field of practices ask for a systematic reflection. This special issue of Tecnoscienza. The Italian Journal of Science & Technology Studies aims therefore to offer a venue for contributions addressing environmental sustainability by linking socio-technical transitions and practices. An STS perspective may in particular shed light on the role of non-human agency in co-shaping the everyday practices involved in the transition towards sustainability. Innovation experiences, for instance, may be both fostered and hindered by material elements or broad infrastructures in which local practices are embedded, and we need a better understanding of the factors leading to the one or the other outcome.

This special issue invites paper submissions including, but not limited to, the following themes: mobility; waste management; food production, consumption and supply; energy consumption and production.

Key research questions to be addressed include the following:

  • Are there competing (human/non-human) networks around a same sustainable transition goal? What shape do they take? Do they interact in some way?
  • What are the actants that play a role in a local network?
  • How can the issue of “path dependency” be explored through the lens of practices?
  • What are the practices that characterize a socio-technical transition process in a specific context (e.g. everyday mobility strategies; personal care; dietary choice and food consumption; heating)?

A further aim of the special issue is to include a variety of geographical and societal contexts. The link between growth and sustainability in socio-technical transitions implies several political consequences, in terms of Global North-South divide as well as at local level. For instance, governments – especially in the European Union – are engaged in promoting investments in the energy sector to pursue climate emissions reduction, yet the actual implementation of these efforts does not distribute benefits equitably among the territories involved in the process. Similarly, the dominant account of sustainability has a specific cultural connotation, since it originates in the Global North (Gottschlich and Bellina 2016). Therefore, cases from the Global South may enrich the reflection we wish to develop.

The living in the socioecological transition from social controversies to research practices

“The time of the ecological transition” has come, and the expression has already been adopted in the fields of energy and economic policies. In addition to many existing academic works on these subjects, we must acknowledge the growing share of jobs associated with eco-activities (CGDD, 20161) and the management of this ecological transition by public policies and through legislation (e.g. the Energy Transition for Green Growth Act adopted on august 2015 by the French Council for Ecological Transition).
The approach of these transitional dynamics should not be limited to the energy, resource and economic themes. The social and environmental changes that they imply are transverse phenomena that require the mobilization of a variety of methodological tools in order to grasp all their components, be they normative, symbolic or cognitive, in all their dimensions in particular collective and individual. It is therefore all the social sciences of the environment that must contribute to question this transition which presents itself as “the opportunity to relaunch the search for a new articulation between nature and culture and to explore the multiple social phenomena that predict, in a disordered and contradictory way, the future of society ” (Audet, 2015 : 112).
There are different ways to address this transition, the most frequent of which remains focused on the energy theme. This symposium proposes to shift this view in order to question the transformations of the nonhuman living from three angles: the new ways of categorizing the living and the practices associated with them; the transformations of the public space through the publicization of these new categorizations and practices; and our methods to grasp the living in the ecological transition. More generally, the aim of this symposium is to contribute to the analysis of the dynamics of contemporary social transformations of the living by extending the work on social and ecological change developed by social sciences research teams such as the Spaces and Societies team (UMR ESO CNRS) which brings this project.

Three areas of reflection will be specifically addressed:

1. New categorizations of the living and associated practices at the time of the socioecological transition and, more broadly, the evolution of relationships with the living through, for example, the controversy about livestock or the assignment of rights or values to animals, plants or natural entities, such as the status of Invasive Alien Species or the greening of cities;
2. The transformations of the public space related to the role given to the living in the socioecological transition: the way in which these questions are inscribed, shaped, debated and how they recompose the public and private spheres through emotions and collective mobilizations, for instance;
3. The impact of works about the living and public space on research practices, on the analysis of social and environmental change, and on the roles of researchers in society.

1. Transformations of living things
The objective of this axis is to question the socioecological transition in terms of a transformation of the relation to the living. Until the 1960s, this relationship to the living in our occidental and industrialised society was essentially thought in relation with productive activities where the living was known through the wild / domestic dichotomy. Today, this reading grid has gradually faded (Micoud, 20103): controversies over farm animals, hunting practices, the reintroduction of protected species, the multiplication of super-predators, genetic manipulations, made this categorization of the living animal and plant becoming fuzzy and object of social tensions. In addition, we can see through the notions of “critical zones”, the Gaia hypothesis (Latour, 20164) or reflections about the anthropocene, a change in the very conception of our understanding of the living and our interdependencies with it. This axis will allow questioning the new forms of categorization of the living and their related practices, to interrogate the features and the meanings of the status evolution of the living, but also the tensioning of these new categorizations between different social groups. For this purpose, the expected contributions will address :
– Environmental measures (management plan, restoration or control programs, etc.) through which status and roles are assigned to animals and plants referring to new forms of categorization of the living,
– Knowledge mobilized through these new categorizations and how they coexist with other categorizations, between hybridization, appropriation and resistance – how to think the diversity of relationships to the living while the globalization of environmental issues now confronts multiple ways of conceiving this relationship?
– The role of moral or sensitive commitments particularly carried out by activists and mobilized in the recognition of new categorization registers.

2. Transformations of public space
The aim of this axis is to think about the link between the living and the public space in the ecological transition. Studies such as those carried out in the 1990s by P. Lascoumes or M. Janicke5 showed the process by which environmental issues were originated changes in the public policy decision-making process, toward a broader territorialized decision building new interdependencies between actors and territories. At the same time, civil society acquired a legitimacy to make demands in public space, particularly through collective mobilizations, which became an accepted form of expression of citizenship, referring to debates around the emergence of a new democratic model (Bacqué and Sintomer, 20116).
In this perspective, the expected communications will show the contribution of the nonhuman living to this transformation of the public space by focusing on the publicization processes of the stakes related to this nonhuman living. In particular, they will examine the processes by which environmental claims or sensitivities shift from the private sphere to the public sphere and vice versa. We thus expect contributions questioning:
– The gradual process of international, European or national adjustments between the circulation of injunctions and models of action on the living from public actors, and their appropriation by civil society, sometimes with forms of resistance,
– The role of emotions, sensitivities or specific tools, such as digital technologies, in collective mobilizations and, more particularly, their role in the collective construction of claims or public action concerning the living things,
– The material transformations of the public space by the arrival of the non-human living through the vegetalization or the animalization of the city, from the point of view of collective, militant or public actions, as well as those of the inhabitants.

3. Transformation of research practices
The objective of this axis is to qualify and question the effects of these previous developments on the dynamics of research in the social sciences and especially in sociology. The environmental theme and the emergence of new fields such as transitions or environmental humanities, which question the living, overturn the instituted disciplinary categories and the internal logics of the disciplines: it questions both the institutional, cognitive and methodological dynamics of the construction and the legitimization of knowledge.
We will discuss socioecological changes, in their relation to the living, within this process of renewal of scientific practices. This concerns the activity of researchers, increasingly subject to interdisciplinary and citizen science imperatives, but also their interactions with the actors of the social and environmental changes they are studying. It also concerns the formalization and interlinking of their results with the knowledge produced by others, individuals or organizations, both in the context of global knowledge sharing and in the multiplication of local initiatives.
We propose to examine the evolution of research practices within the following themes:
– The contribution of research streams studying the living, such as environmental humanities or transitions studies and their effects on research dynamics, in particular concerning the new hierarchies of disciplines, the research axes in the environmental social sciences and especially the methodologies derived therefrom,
– The transformations of research practices on the living caused by the growing importance of certain unifying themes in the social sciences of the environment, mainly interdisciplinarity, complexity, uncertainty or innovation,
– The new postures of researchers, both in terms of acculturation to the diversity and complexity of the issues they are studying, as well as their involvement in research objects, for example in a logic of “involved” research (Jollivet, 20157),
– The evolution of research process on the living in relation to social and ecological transition, the generalization of participatory approaches and the dynamics of citizen science.

Symposium organization:
– Proposals for oral presentation or poster sessions should be submitted by December 15, 2017, with a length of 8 000 to 10 000 characters. They must be sent to: transvivant@sciencesconf.org
– Contributions will be in French or in English. Selected contributors could send their visual presentation (e.g. slides) two weeks before the symposium for translation in French. The presentation could be whether in French or in English.
– The symposium will take place in three local institutions: at Agrocampus Ouest and in Rennes 1 and Rennes 2 University.
